Q: Do external users need a Jira license to submit Smart Forms?

No - external users do not need a Jira license to fill out Smart Forms.

Smart Forms for Jira are designed to collect data from anyone, including customers, partners, or stakeholders outside your organization. Forms can be shared via a public link, embedded on a website or Confluence page, or used within Jira Service Management portals.

When an external user submits a form:

  • Their responses are automatically stored in Jira

  • A new work item (e.g., JSM ticket or JPD idea) can be created

  • Or existing Jira issues can be updated based on the submitted data

This means you can:

  • Collect support requests without adding JSM agents

  • Gather product ideas into Jira Product Discovery without giving access to contributors

  • Standardize intake across teams without increasing licensing costs
