How to grant permissions or set access for team members?
Managing permissions in Azure DevOps allows you to control who can view, edit, or manage your projects and installed extensions.
Below is a fully detailed, step-by-step guide to help you configure user access correctly.
1. Open your Azure DevOps Organization
Go to: https://dev.azure.com/
Sign in using your Microsoft account.
Select the organization where your project and extensions are located.
2. Navigate to Organization Settings
In the bottom-left corner, click Organization Settings.
This opens all administration-level configuration options (billing, policies, extensions, security, etc.).
3. Go to the “Users” or “Permissions” section
Depending on what you want to configure, choose one of the following:
A) Users
To add users or change their access level:
Click Users → here you can:
Invite new users
Change their Access Level (Basic / Stakeholder / etc.)
Assign extensions to them
B) Permissions
To control security and access in more detail:
Click Permissions
Select a specific group (e.g., Project Administrators, Contributors, Readers)
Configure what actions each group is allowed to perform
4. Adding a new team member
To give someone access to your project or extension:
Go to Users → Add Users
Enter the email(s) of the user(s)
Select an Access Level
Choose the relevant Project(s)
Click Add
They will receive email access to the organization immediately.
5. Managing access for extensions (such as Time in State)
Some extensions require explicit permission to view or use their features.
To grant access:
Go to Organization Settings → Extensions
Find Time in State for Azure DevOps
Click Manage
Select which teams or users can:
View reports
Generate analytics
Access dashboards
Use app features
Depending on the extension, permissions may be controlled at:
Organization level
Project level
Team level
6. Adjusting project-level permissions
If you want to control what a team member can do in a specific project:
Go to your project
Open Project Settings
Select:
General → Permissions
Repositories
Boards
Pipelines
Choose a user or team group
Enable or disable permissions like:
Edit Work Items
View Analytics
Manage Dashboards
Edit Security
Administer Project
7. Best practices for managing access
Assign permissions to groups, not individual users — easier to maintain.
Use built-in groups like:
Project Administrators
Contributors
Readers
Give only the access needed (“least privilege” principle).
Regularly review your user list, especially if your organization grows quickly.
8. Troubleshooting access issues
If a user can't access the app or reports:
✔ Make sure they’re added to the organization, not only the project
✔ Check if they have the correct access level (Stakeholders have limited permissions)
✔ Confirm extension-level permissions under Extensions → Manage
✔ Verify they are part of the correct project security group
If the issue persists, your Billing Admin or Organization Owner may need to adjust higher-level permissions.
